17 Injured in Carcassonne Military Display
On Sunday 29 June, seventeen people, including five children, were seriously injured when live bullets instead of blanks were fired into a crowd at a military open day at Carcassonne’s Laperrine Barracks, home of France’s 3rd Marine Infantry Parachute Regiment. Two of those injured were servicemen and two victims, including a child, were left in a critical condition. Five demonstrations had taken place without incident before the shooting happened during the sixth demonstration showing hostage-freeing techniques, at about 6pm. Witnesses described an 'incomprehensible and very bloody' scene after round upon round was fired into the crowd. Five helicopters, 11 fire brigade first aid vehicles and two ambulances rushed to the compound, and the injured were ferried to at least five hospitals. A national police spokesman said the weapons had been 'seized and placed under lock and key". He added: "All hypotheses are being considered.' However, one soldier was arrested and reports in French papers on July 1 state that the arrested soldier has admitted that he made a mistake when reloading his weapon. French president Nicolas Sarkozy said he was awaiting the results of a military investigation. 'My first thoughts are with the victims. Everything will be put in place to care for them,' Mr Sarkozy added.

200 Medicines to be Sold Self-Service Style
The Minister of Health, Roselyne Bachelot, has announced a new initiative to allow 200 medicines, currently sold behind the counter at French pharmacies, to be displayed on pharmacy shelves alongside other self-service treatments and cosmetics. Although the full list of medication has not yet been disclosed, Bachelot indicated that the initiative concerned commonplace medication such as cough mixtures and nicotine patches. The initiative is being hailed as an important step towards increasing competition between pharmacies. However, individual pharmacies are not obliged to comply with the initiative, and pharmacists will still have the power to refuse the sale of self-service medications if they believe the consumer to be misinformed or to be purchasing more than the maximum medication allowed per customer as detailed in the initiative. Certain pharmacy representatives have said that they welcome the initiative, seeing it as an opportunity to consolidate their advisory role, whilst others have expressed grave concerns about allowing people to have free access to medication and also see the initiative as a step towards allowing medication to be sold in supermarkets, despite reassurances from the Ministry of Health that this will not happen.

Languedoc-Roussillon Plan to Tackle Illiteracy
After many years debate, the Languedoc-Roussillon has unveiled its cross-regional strategy to tackle illiteracy, which was signed in Montpellier on the June 30 in the presence of Therese Geffroy, director of the National Agency Against Illiteracy (l'agence nationale de lutte contre l'illettrisme – ANLCI). The Languedoc-Roussillon thus becomes the 18th region in France to install such a strategy, which will be co-run by the State and the Conseil Regional. Up until now there have been plans in place within each of the organisations and institutions concerned, but this new strategy will see a coherent structure behind these plans to improve literacy in children and adults alike, particularly targeting the 16 -25 year old age bracket. The Languedoc-Roussillon is amongst the 10 worst regions in France for illiteracy levels; and whilst its ranking has already improved (from 9th worst to 4th worst in the last 3 years) statistics in 2007 showed that 12.2 % of young people had trouble reading a text. On a departmental level, the results were: Aude 9.1 %, Pyrenees-Orientales 9.4%, Herault 12.3%, Lozere 13.9% and Gard 15,1 %.

Biogas Plant Inaugurated in Montpellier
A new biogas plant has been inaugurated in the Garosud quarter of Montpellier. The plant is an important part of the city’s 2002 mission to put in place environmentally friendly measures for dealing with household waste. The plant will treat waste from 500,000 inhabitants in the local area, is one of the biggest plants of its kind in France and represents an investment of €73 million. Biogas refers to a gas produced by the biological breakdown of organic matter in the absence of oxygen. Biogas is a renewable fuel and can be used as a low-cost fuel for any heating purpose, such as cooking. It can also be utilized to run any type of heat engine, to generate either mechanical or electrical power. Despite protests from local residents, the new biogas plant has been constructed in record time and is an audacious addition to the city’s growing green credentials.

Oyster Crisis hits Languedoc-Roussillon
A fatal illness affecting oyster farming across France has badly affected the Languedoc-Roussillon premier oyster productions sites: the Bassin de Thau south of Montpellier where 10% of France’s oysters are produced. Specialists are at a loss to explain why between 40% to 100% (depending on the site) of young and 18 months old oysters are dying. Researchers are looking into all possible explanations including those implied by global warming (recently the weather in France has been increasing unstable). Local producers are very concerned, and in particular are fearful for their traditional strong sales period at the end of the year when oysters are a major part of regional Christmas and New Year menus.

Two Cross Mediterranean on a Pedalo!
Alexandre Nardin, 28, et Julien Paternotte, 27, have become the first men to travel 1300 km from Tarifa in Spain to Sete in France by pedalo! Supported by a team sailing beside them in the Laisse Dire yacht from the Cap au Large Association in Sete, the pair took 19 days to reach Sete, furiously pedaling against sometimes challenging weather conditions night and day – stopping for just a few hours every day to eat and sleep. In aid of the Les Enfants de la Lune charity which helps children affected with xeroderma pigmentosum, a genetic disorder which makes sufferers hyper-sensitive to sunlight, congratulations are in order for the dynamic duo who were so keen to do something that had never been done before.
