Changing Your UK Driving Licence in France: Post-Brexit Rules

For Brits living in France after Brexit, an ongoing worry has been that of driving licences. Applications for French licences have been on pause for months now and many Brits have been left struggling in France without a licence. Finally, however, the UK and France have come to an agreement regarding British driving licences and it’s good news! Here’s what you need to know.

What’s the situation?

Since the UK left the EU, France announced that all British residents in France must change their British driving licence for a French one before December 31st 2021. However, applications had been paused due to the lack of a reciprocal agreement between the UK and France. The good news is that a deal has finally been agreed and the old rules no longer apply. Here are the details.

British Licences issued BEFORE Jan 1st 2021

Under the new rules, if you have a British (EU) driving licence issued before January 1st, 2021, you can legally use this driving licence in France up until it expires. You no longer have to change your licence before the end of 2021.

However, when your licence or photocard expires, you will need to swap your licence for a French one (more about this in a minute).

British Licences issued AFTER Jan 1st 2021

If you have a British (non-EU) driving licence issued after January 1st, 2021, you must change your licence for a French one within one year of the date you arrived in France. For expats who are third-country nationals (i.e. those from the UK), this will be one year from the date you receive your residency permit or Titre de Séjour.

What if my UK licence has already expired?

The situation regarding licences has been much more critical for those whose UK licence expired in 2021 and this has put many Brits (particularly retirees over 70 whose licences expire every three years) in the difficult situation of being without a licence. The good news is that France and the UK have mutually agreed to waive the rule that prevents expired licences from being renewed. This means that if your UK licence has expired you can still apply for a French licence to replace your British one.

When you apply for a French licence (more about that below), you will be asked to submit your old licence and will then receive a temporary certificate—an Attestation de Depot de Permis de Conduire. You will legally be able to drive in France using this certificate until you receive your new French licence.

How Do I Apply For A French Licence?

First things first: before you apply for a French licence, make sure you qualify. You will be able to use France’s online portal to exchange your driving licence if you meet any of the following criteria:

  1. I have a British driving licence issued after January 1st, 2021 and have been resident in France for more than six months (183 days).
  2. I have a British driving licence issued before January 1st, 2021 which has less than six months left before the expiry date (NOTE: if you try to exchange your licence earlier than this your application will be rejected).
  3. I have a British driving licence that has expired.

What if I have a pending application?

Many drivers had already submitted an application for a French driving licence before the application portal was suspended in January 2021. If this is the case for you and you have received confirmation that your application is pending (with an application number), your application will continue to be processed. However, if you don’t meet one of the current rules for updating your licence (for example, if your licence is not yet due to run out), your application will be rejected.

Applying for your French licence online

Applying for a French driving licence can be done via France’s online portal for driving licence applications. After signing in, you can find the application form under ‘Mon Espace Conducteur’. Select ‘Demander un permis de conduire’ and click on ‘commencer la demande’ to start the application.

You will be asked to provide:

  • your passport (or photo ID)
  • proof of address (justificatif de domicile) less than 6 months old
  • a passport-style photo that meets the requirements for a driving licence
  • your current licence
  • proof of residence (i.e. your Titre de Séjour)
  • your birth certificate
  • a Certificate of Entitlement from the DVLA in the UK (less than 3 months old) if your licence has expired *note that you should be able to start the application and receive your temporary permit without this.

Certificate of Entitlement or Check Code? – Latest advice as of August 9th 2021.

Many UK licence holders have reported being asked for this ‘certificate of entitlement’ or ‘Attestation de droits de conduire’ regardless of their licence status. This certificate is issued by the DVLA and can take a few weeks to acquire, after which you will likely need to have it translated into French. You can apply for a Certificate of Entitlement using  this application form which you should then email to the DVLA at dvre.gbdriver@dvla.gsi.gov.uk. The DVLA can also be contacted by phone  (0044 300 7906801), but lines are often busy and your call may be disconnected if there are too many callers on hold. 

However, as of August 9th, French Interior Ministry and British Embassy have indicated that for British licences issued by the DVLA, the ‘Check Code’ print-out will be accepted. This service is available on the DVLA website here and allows you to print out or share a copy of your driving record – a far easier and quicker procedure than formally requesting a Certificate of Entitlement. The British Embassy has also indicated that translations will not be required for this document. If you are asked to present a Certificate of Entitlement, we recommend trying this before making the application.

    Sorry to bother you but I made a mistake on my application for exchange of driving licence and it won't allow me to change it, nor cancel the application, nor start a new one. I ticked the option that my residence permit contained Retired but I thought this was referring to my Titre de Sejour..

I applied for and got a check code, but when I tried to print the hard copy I could not, and the check code sitesaid that I would need to re-apply as this one had been used. Please, is there some trick to getting a print, or is it, possibly, that the details are in PDF format and my desktop and printer will not allow a print-out? Again, many thanks so for.

    Hello Zoe I was issued with a VLS-TS which acted as a temporary resident permit from March 2022 to March 2023. I spent more than 183 days in France during that time but was still a UK resident whilst waiting for my house sale to go through. I have now been issued with a 1 year Carte-de-Sejour. My UK driving licence was issued after 2021, is it too late to exchange it now for a French one? Your help would be greatly appreciated. Many thanks Gary

    Hi Zoe, I have been reading a few of the comments, questions and answers here - great work on your in-depth incites - hoping you might be able to help me with my query... I am a UK citizen now living in France with a French citizen. I have a 'Carte De Sejour - Article 50 Tue' residency permit which was issued on 02.12.21 (and is valid for 5 years). I do not currently drive, but now wish to pass my test and get a license. I am unsure of what to do regarding where to pass my test (France or UK) and I am looking for the fastest solution. My initial instinct was to learn in the UK, but I read the following on the UK Government website: 
 'If your UK driving licence was first issued on or after 1 January 2021': Your licence will be recognised for 1 year from the date of issue of your residency permit (carte de séjour). If you intend to stay in France for longer than 1 year, you must exchange your UK licence for a French licence during this initial 1-year period.

 - Does this mean that if I obtain a driving licence in the UK (now) I will be unable to exchange it for a French one because I’ve already exceeded the one year period of living in France? 
 - Do I have no option but to try to obtain a driving licence / pass my test in France ?

I can’t find concrete information anywhere about what options you have if you’ve already been living in France for over a year but want to pass your test in the UK.

      Hi Jay, Under UK rules, you must be resident in the UK to pass your test in the UK and the address on your UK licence must be up to date (see here), so I'm afraid that as a French permanent resident, your only legal option would be to sit your test in France. Now, as a British citizen, you might 'get away' with taking your test in the UK if you maintain an address in the UK, but not only would this not be legal, but as you correctly understood, the French authorities may well question why you have been issued a new UK licence when you live in France. With all this in mind and being as I would never suggest anyone do anything illegal, my recommendation would be to follow the route of taking your driving test in France. Best regards, Zoe

        Thanks Zoe. In case anyone else has a similar issue to me, I just thought I'd round up the chat with a message from another source... 'The short answer is no. You have a year to exchange after arriving in France, if you have been in France for longer than a year, they will reject your application, and tell you to take a French driving test. The only get out might possibly be if you can prove that you are dual resident in the UK and France for whatever reason, but I’m not sure about that'. Not sure if they'd be that hard?! Perhaps... Or, as you say Zoe, perhaps they'd just fine you. I do still have a registered address in UK, as I still pay income tax there (whilst being officially resident in France). What a puzzle! I think I'm just going to go for it in France. The UK post Brexit scenario could throw up some clangers... Allez!

          I would like to add that there is often a big difference in France if someone comes forward having made a genuine mistake (i.e. someone who didn't realise they needed to exchange their licence and missed the deadline), versus a situation where you have been 'caught' for purposely flouting the rules. As I mentioned before, I don't have experience of this happening to anyone (yet!), so I am speculating, but this seems to be the instance in other similar legal situations in France. My advice across the board is: follow the rules and if, for some reason, you become aware that you haven't followed the rules, come clean to the authorities as soon as possible - don't wait for them to find out!

        Hi Zoe, Thanks so much for your answers / analysis of my situation. I see the problems regarding the relationship between passing a test and where you are resident... it appears that your recommended route of taking my test in France is going to be the least problematic solution (time to brush up the language skills!). There is still have one lingering question (from my last message) that I am still seeking an answer to: If (hypothetically) a person had a UK driving licence (obtained after 1st January 2021) would it possible to exchange it for a French one IF that person had already exceeded the one year period of living in France? What would happen if the person tried to apply for the licence exchange but (for example) had been resident in France for 2 years? I'm not (of course) looking to do this (as I don't have a UK licence) - but it's more the desire to find the answer to the 'exceeding 1 year of residency' rule that is making my OCD side stay awake at night... Thanks!

However, I imagine it would be similar to breaking other rules in France, in that it shouldn't affect you being able to exchange the licence, but there may be a fine for not following the rules.     Hello Zoë - I'm confused over the wording. My photocard was issued on 17.02.2021 (annoyingly 2 months after the deadline. But on the back my license is valid from14.09.89. Do I still have to apply for a French license? Is it from the date on the front of my photo card of the date I first past my test? Thank you

    Hi Zoe, we were able to cancel my husband's application and start again as we noticed his licence also expired 2020. We have posted our photo's as requested by ANT's so hopefully we should hear something soon. Have you received any update's on yours?     Hi Zoe, We are a little confused with changing our UK licences. We are French residents with Titre de Sejour since 2020. Are we still required to change our photocard licences as some areas of chat/info are suggesting no. I have attempted the ANTS procedure to change our licences but as our cartes state we are retirees for some reason I couldn't continue and was referred to an alternative page with info which still left me unable to proceed with the changes. Our licences are prior to 2021 mine expired 2020 and my husband's valid until 2023 according to area 4b, although both expire at the age of 70. At this stage it's my husband's I am concerned with as he will be 70 in a couple of years.

      Hi Zoe, I hopefully with your help & many thanks completed the process for a French Licence. The only thing I have to do is send my passport photo by post with the document provided by ANTS. My only other query is what to do about my husband's licence as we started the process not realising our residency cards were Withdrawal and with the wording retraite marked on the card we automatically ticked the box marked retraite which as we know now is wrong. How can we cancel the application as we cannot proceed online

        Hi Heather, If you haven't sent your application yet, you should be able to either modify or cancel it online. However, if you have already sent the application, I would suggest waiting for them to contact you. At least that is what I would do in your position. They will likely flag the error on your application and ask you to correct it. Although you have obviously selected the wrong type of residency card, it shouldn't actually change the application itself (the driving licence deal is available for all British expats, not only those covered by the Withdrawal agreement) and you will have included the copy of your residency card. I obviously can't guarantee it won't be a problem, but if it is, I would expect that ANTS would simply ask you to send a corrected version. Fingers crossed you both get your licences soon! Zoe

For your husband, you should start the application 6 months before his licence runs out (this applies to the date of the PHOTOCARD licence, not the paper licence). However, you should have received confirmation of your application and have received (or downloaded from your online ANTS account) the 'attestation de dépôt sécurisée (ADS) de votre permis de conduire étranger' which permits you to drive in the meantime.       I am not aware of the requirements for all car rental agreements in France, but typically, if you have a valid driving licence and proof of address, you shouldn't have problems renting a car in France.

    Hi Zoe I applied for a french licence on the 22nd November 2021, as my english licence was due to expire on the 26 January 2022. I have received a Justification de depot de demands. My licence has now expired and I understand that ANTS have a backlog of applications anything from 6-9 months. We live in the country and are reliant of our car. Do you know how we might be able to speed up the process? Thank you.

      Hi Julian, Once you have sent in your old licence you can download an 'attestation de dépôt sécurisée (ADS) de votre permis de conduire étranger' from the ANTS website. This will permit you to drive in the meantime. However, in terms of the processing time, I've heard mixed reports and although it does seem like the turnaround is getting quicker, unfortunately, there is nothing to do except wait.     I have been resident in France for 14 years. I used my UK driving licence until it expired when I reached age 70 in 2017 when I applied for, and received, a French one. Will my French licence expire when I reach age 75 in March 2022. If so what do I need to do? My licence covers all sorts of vehicles except HGV and PSV.

      Hi Peter, French driving licences are typically valid for 15 years from the date of issue. Unlike some other countries, French licences do not expire after the age of 70 and older drivers are not required to take a medical in order to maintain their licence (unless requested to do so for legal or insurance purposes). Before your French driving licence expires, you can simply apply for a renewal via the ANTS website. Hope this helps!

    Hello Zoe, I have applied to change my UK driving licence for a French one as its due to run out in May 2022. I have sent all the documents required and ticked the box saying I no longer need the heavy or larger vehicle parts of my UK licence as that requires a medical certificate. All my documents have been accepted but they are asking me for the Permis de Conduire - Avis Medical No 14880*2. As far as I can make out you have to do this test if you have lost your licence in France for any number of reasons. Can this be a mistake or has something changed. Any help appreciated. Andrew.

    Hi Zoe, My UK licence was renewed 17/12/2020, (age) If I understand the rules correctly I can carry on using It in France until it expires 07/07/2024. My concern is that DVLA say I cannot hold a UK licence without a UK address, punishable with a substantial fine. I would be grateful if you could enlighten me.

      Hi Richard. If you are resident in France the fine/law stating you must have a valid address in the UK on your licence does not apply. You can inform the DVLA that you are resident in France and are waiting for your licence to expire (less than 6 months) under the UK/France agreement to be able to exchange, they should mark your records on thier data base stating this fact., Hope this helps.

    Hello Zoe, I've been trying to exchange my UK driver's licence with a French one and I've sent the DVLA Check Code print out instead of the Certificate of Entitlement. However, I've received a letter from the Prefecture de Police in Paris asking for my "Attestation de droits de conduire" and a translated copy. Is there an official statement somewhere which I can send to the Prefecture de Police which explains that there is an agreement in place between the French Interior Ministry and British Embassy stating that the Check Code print is now accepted?       Hi Andrew, The check code should be accepted providing your licence has not expired - it is included in the UK's Living in France official guide (https://www.gov.uk/guidance/living-in-france#driving-in-france). However, it appears that if your licence has already expired, you will indeed need to apply for the full Attestation de droits de conduire from the DVLA.

    Hi Zoe, thanks for all of this info, I now know that the 21/12/21 is no longer the cut off date. My situation is a bit odd. I passed my driving test in France and obtained a French driving licence. I exchanged it for a UK driving licence. Then I became a resident in France and have a Carte de Sejour obtained in March this year valid for ten years. My UK licence runs out in October 2023.     Hello, Having moved to France with my family in 2010, I had not driven in France for a couple of years or so. In 2013, I requested and recieved a 'Confirmation of GB Driving Licence Details'(showing codes equivalent in France) document from the DVLA that was required, as at that time I wanted to change my licence for a French one. However, some time later, I recieved a reply from the french licence department that my application had been lost! According to the date on the back of my EU photocard & my paper counterpart, all was still valid in France & therefore I left it at that as the expiry dates showed 2042. Now with the Brexit, I applied to the new department in November 2020. I was recently contacted to say all was in order, including my new 10 year 'carte de sejour', except I needed to obtain a 'certificate of entitlement' to complete my application. I have had no luck getting through to the DVLA. I have seen the D888 form online, but it requires a current UK address as on the card licence, where we no longer live. The only UK address I could use is my mother's, but I cannot as I no longer live in the UK. I am unsure whether my card or paper counterpart are actually still valid even with the expiry date of 2042(when i reach 72), or if I need to complete my application.     Dear Zoe - French Entree There must be hundreds (or thousands) of people like myself who's driving licence expired prior to 01.01.21 and have been refused an exchange because of ANTS SIX MONTH RULE I applied for an exchange licence twice in Nov 2020 before my licence was due to expire in Dec 2020 but both were refused. I applied again on 5th January 2021 and waited until 30th March to be again told it was rejected – no reason given. (We now know it was because there was no agreement in place between UK and France following Brexit) Since 29th June when the agreement with the UK had been ratified and the website became operational - (EXACTLY SIX MONTHS) - I again applied a few days afterwards but WAS REFUSED BECAUSE OF THEIR SIX MONTH RULE- They put know reason on my but I had to email them for it! They then suggested that I apply to Cherbourg for an International Licence. This I dutifully did, but was again refused by them in the last few days for the same reason! There is no physical health or legal reason why they should refuse me an exchange licence I am 80 years old I live in the countryside in Lot et Garonne I have been driving continually since I was 16yrs I was long distance driving in the UK for 47 years with never an accident in all that time I DO NOT KNOW WHAT ELSE I CAN DO PLEASE HELP -if you can Michael R Turnbull

      Michael Turnbull, Just a thought, are you sure when ANTS rejected your original application, they weren't just asking for more information from you.? I say this because my app. was in the ants site from last September . my licence expired in Jan. ( 70 yr. rule..) after ants started processing in June I received a message saying my application was rejected and to go to the ants site. After logging in and clicking on the Permis Conduire box your information comes up horizontally , name app. number and state of your application in this case rejet . at the end on the right is the word consulter O/K . After clicking on this all the information you have submitted comes up, as you scroll down you will see name ,address, photo, ect. then you see all your documents passport photocopy uk licence ect. if all is o/k there is something like a green tick by each one, if something is wrong or they need additional info. that part will be opened up with a message saying what is wrong/needed to be submitted... In my case ANTS wanted an up to date document from DVLA and a hand written signed note stating I do not want the C and D groups on my licence. ( even though I didn't tick those boxes on my app. ) after downloading these documents it all went through. I'm only suggesting this because my French is not good and my computer skills are worse.. Its only by trial and error I found my way around the ants site!.. And also I would have thought your age group whose licences are expired would be prioritised .... I'm sure you should be able to get your licence sorted through normal channels..

      Michael Turnbull, I understand the predicament you find yourself in, I too applied for my licence in 2018, 2019, and 2020 I had my paperwork returned after a year because my prefecture stopped processing applications, sent my app. to Nantes, again returned because they started only accepting apps. online, until my licence finally run out in January, I was without my licence for eight months but finally received my licence a few weeks ago!!! As far as I understand you should still be able to exchange your licence for a French one even though it has expired... I also was an HGV driver til I retired, but only applied for the B groups not the C and D here.. ( as you possibly know you need a medical for the C and D's ?.     Regarding Driving Licences I am a British Resident with a house in France with a UK driving Licence and a French registered car which I do not use in the UK. I do not intend to take French residency, and I only use the car while visiting France. Do I need to do anything regarding licences

    Hello Zoe My husband and I are residents in France for the past 16 years -but we do often to the UK to see family We have read that our UK driving licences will be valid till they expire so we can continue to drive in France - is this correct?? my licence is valid till September 2022 and my husbands UK driving licence is valid till March 2023 My husband suffers from a serious stress problem!! and is not confident about continuing to drive - he feels if stopped by the French Police then he will receive a large fine to pay-it is driving me crazy - his worry!!     Hi, i am living in france since 2012, and i am using my Uk driving licence here. I apply for exchanging my uk driving licence into french driving licence at 01_01_2021 on ANTS. My licence is expired in march 2021 and ANTS reply me 02 juillet 2021 for demanding 3 month certificate from uk driving licence or DVLA. I try to get online for this certificate but its not possible because licence is expired, then i contact with DVLA by telephone they said we cant give you any detail like on telephone , if ANTS require any information so they contact with us. i cant understand what can i do?     Enough to drive you mad; but not enough to permit me to drive in France. I have applied on the ANTS website and did not get to complete the application before I received a refusal. I have held a British Driving license since 1975, and although my family has been here for 19 years , myself 10, we are suddenly getting a very cold shoulder from both the French and DVLA. Partially, this is of my own making; I knew my license would need to be renewed when I was 70 so I put it off until that day arrived, which was April this year. I was concerned that I would lose additional categories that I held , such as motorbike and towing trailers as this had happened when my wife exchanged hers for a French license. In 2018 I had my briefcase stolen in Scotland. I lost my passport and other important documents which included my driving license although I did not realize at the time. The theft was reported but nothing ever came of it. I have since visited the prefecture in Bourges who kindly assisted me with the Ants application but as I had already applied it was of course a roadblock. Having read your article above I attempted to contact DVLA (which was the prefecture advice). Lots of fun. Email: nowhere could I leave a general enquiry ; they are all specific and none covered my circumstances and also required entry of a valid UK postcode. Phone: No chance whatsoever. We experience very high levels of unavailability , no dialing tone on the house phone and absolutely no signal on mobile phones. SFR our provider have been of no assistance. Up that well known creek with no paddle!

    Hi John, If you don't have anyone who would be able to help you with your application in French (a neighbour or someone from your local mairie, for example), I suggest that you contact an English-speaking translator (you can search our directory here for your region: https://www.frenchentree.com/listings/?listing_search=&listing_category=2439&listing_region=). It sounds like you will be entitled to exchange your licence even though it has expired, but unfortunately, the online system is only available in French. All the best,

    My experience with the driving licence exchange has shown me a terrible attitude from this french department towards brittish citizens living in france. I had the same thing happen to me as another coment on here, whereby after 6 months of my exchange application i got a request for more infomation of my proof of address which in fact fullfilled all the stated requirements, though i wasnt emailed as stated they would do on the website. Fortunately i was checking the status regularely so i contacted them but they could not tell me what was wrong with the doccument i had provided, or give me any other information or advice. I even had native french speakers talk with them but they held the same line, then after end of december nothing, no way to contact save an online portal that gave an automatic and apparently irrelevent responce, when i tried to contact them again via the same portal i have yet to recieve a responce after 4 months.. Today i noticed they are now asking for the d373 form less than 3 months old. A joke because the medical and everything else i submitted in the aplication is now over a year old.

    What if you have French licence which has categories that have expired.e.g. pulling a trailer, driving a mini bus. I have tried to renew my licence without the categories but no success. The categories aired in April 2021

      Hi Clive, When you make the application for a French licence online, there is an option to select for a stolen or lost licence. I'm not able to get any further in the application process (as I don't have an expired licence) but it appears that this is a valid reason to apply for a French licence. Do let us know how you get on

    To Richard, I did get through at the end of today to a helpful agent at the DVLA. Unfortunately she was unable to send me the D737 form which the ANTS site requested as my licence expired in March whilst I was waiting for my application to be processed and so I have no entitlement to drive. She tried to be helpful and suggested I contact someone at ANTS and ask them if they would accept some other form. I have seen complaints about the DVLA but seriously they, and the UK government, simply cannot comprehend just how many, and what bizarre, hoops we have to jump through !!! Courage !!!

    "if your UK licence has expired you can still apply for a French licence to replace your British one" - this is good news, however it seems that to do this you still need a form "D737 Certificate of Entitlement" from the DVLA. It appears this can only be obtained by talking to a human at the DVLA and "all our lines are busy, please try later...". So unfortunately it may not be quite as easy as it you make it seem...

    I have a current 'Titre de Sejour' which will expire in 2028. I have an English Driving licence which sadly is being renewed at present, so I will not be able to use my licence in France. My French driving licence dates from 1978 is stamped twice in the 'Permit Delivre a Titre' PERMANENT. Does this mean I can still use it or would it have lapsed? When I moved to Paris I no longer needed a car in France. Now I have moved back to the country I would like to have some clarification but do not know who to contact as I seem to go round and round in circles...being sent on one false trail after another.     I'm afraid that it isn't advisable to put trust in the attitude of the ANTS driving licence office. My wife applied for a French licence to replace her expiring UK licence in September 2020, some six weeks before expiry at age 70. Nothing was done with her online application for almost 4 months when ANTS queried a supporting document (which was correct at first submission) simply as a means to push the application into 2021 so they could put it on hold with all the other Brits. Now French Entrée has published this 'good news' my wife has logged-on to monitor the progress of her application, only to find it has been deleted. So my wife will now need to walk the 6kms to the nearest photo-booth to get a new photograph. The anti-Brit attitude is deeply rooted in some administrative departments in France, it's such a shame when different office of the same agency are superb when it comes to re-registering imported vehicles.
