Haute Vienne Housing Market Stable
The Chamber of commerce observatory of the housing market for Haute Vienne has declared that the Haute Vienne housing market is currently considered to be stable.
In the department, the housing market had a good year in 2011, in terms of volume of transactions despite relatively low average prices. The observatory also found that there is no housing shortage in the department with a rise in the number of apartments and houses for rent.

Many famous writers have all lived abroad at some time in their lives. Often their writing has been enriched by the experience. Is this the same for you? Or have you found too many difficulties in an alien culture?
Have there been new directions with your writing which you never dreamed would be the case?
What positives and negatives have you found in living abroad?
This writers’ weekend is for those writers working and/or living abroad
Writing may be a hobby or you may have greater ambitions.
Come and spend some time with writers who have spent time abroad and listen and work with them to improve your writing skills.
This weekend is also about sharing and supporting writers.
You may need some particular help with your writing. There will be time this weekend for personal advice and tuition
The weekend will be held at the Chateau de Bellefond which is tucked away in the middle of the Correzien countryside. It is surrounded by beautiful parkland and has its own lake. The Chateau is run by Janie Busch who is a member of our Limousin Writers’ Group. She will also provide comfortable accommodation as it is a Chambres d’Hotes.
There will be opportunities to explore the countryside and go on woodland walks. Many marked footpaths surround the chateau and the local village is only a 20 minute walk away (5 minutes by car). The Chateau is also the home of the English Library of Correze (so you will have plenty to read !).

Urban Transport in Limoges
TCL (Transports en commune de Limoges) transported more than 14 million passengers in 2011, an increase of 25% since 2003. The increase in the cost of fuel is being credited as the biggest factor in this move towards public transport.
Real Estate Diagnosis.
The DGCCRF (Direction générale de la Concurrence, de la Consommation et de la Répression des Fraudes ) are responsible for the supervision and monitoring of the proffessionals responsible for carrying out the compulsory diagnostic tests on properties prior to change of ownership.
Following a recent investigation to verify the compliance with regulations: fn the 559 professionals checked across France, 339 were not in compliance with the regulations.
The compulsory surveys are now grouped together in a single report known as the Technical Diagnostic File (Dossier de Diagnostic Technique) or “DDT”. DDT surveys are all required by law and it is the obligation of the vendor to commission and pay for up-to-date reports to be attached to the compromis de vente. The notaire will ensure that the law is complied with. The DDT surveys are completely unrelated to the buyer having an independent structural survey done by a surveyor. The DDT includes surveys on lead, asbestos, termites, energy performance, gas and electricity, an inspection of sewage disposal systems (if not connected to the mains) and natural risks.
As of January 2013, checks of the quantityof lead in the water will be the subject to a new specific diagnostic check.

The consumer group UFC-Que Choisir has recently carried out a study on the quality of the drinking water delivered to households throughout France. The study concluded that nearly 2 million people living in France receive polluted tap water.

The association of the most beautiful villages of France created on the initiative of Charles Ceyrac, Mayor of Collonges-la-Rouge celebrates its 30th anniversary this year.
Corrèze is home to several of these outstanding villages, with Haute Vienne claiming just the one.

Solidarité des Territoires.
The General Council of Haute-Vienne and the Federation of public works each year draws up a state of public works investment program have this year denounced the lack of investment in the small communes. Several reasons for this are put forward by Pierre Massy, President of the regional Federation: the financial crisis, the timidity of the banks and the withdrawal of the State’s assistance.
The Department has decided to create, in autumn 2012, a departmental technical agency to ensure the ongoing maintenance of the highways, municipal buildings and computer infrastructure. This will complement the work being undertaken to improve the drinking water supply system to smaller communes.
Without A Licence, But Not Without A Car!
About 15,000 ‘sans permis’ vehicles were sold in France in 2010 and more than 14 000 in 2011. 2 200 sales have already been recorded during the first two months of the 2012. Across the whole automotive market, the market of cars without a licence is one of the few to pass through the crisis without impact on turnover.
This market has seen much technical innovation over the last ten years and the cars now have a modern look closer to that of classic cars. In Limousin, since 2003, there have been between 180 and 230 new unlicensed cars registered annually.
Chatenet cars , which have been manufactured in Pierre-Buffière since 1984 represent the 4th strongest French brand in the sector, worth some 10% of the national market, however falling sales across Spain, Italy and Portugal led to 50 employees of the company being made redundant last year.

Get on Your Bike
10% of French households now have a motorcycle or scooter. THe relatively limited consumption of fuel and lower cost of maintenance are being given as reasons to explain this trend. The number of households with motorbikes increased by more than 1,150 in 2010 and 1 309 in 2011 in Haute-Vienne alone.
Summer Air Strikes
Air traffic control unions are threatening strike action over the coming months following the threat of closure of 15 centres across France, including the closure of Limoges by 2020
The closure would mean a limited local service and potential delays for troubleshooting and malfunctions of the systems.
The English Library in Corrèze
Do you speak English? Would you like to improve your English? Would you like to have somewhere where you can meet for language classes, conversation in French and English and which is a centre for information?
We have just opened a small English Library for all those who want to borrow and read books in English, and, we hope, for much more. We have some 1,500 books already, with more arriving all the time, plus a growing collection of DVDs and CDs - and are all set up and ready to lend! But there is more we want to do. We want to act as a meeting point, and not just for the English speaking community. We hope to start French and English classes and conversation groups. We want to be the base for clubs – we already have a Writers’ Club and Chess Club, and have contacts with the local school in Lagrauliere. We very much want to be an information centre, able to assist or at least point people in the right direction.
When we are successful we hope to move into larger premises in a town centre, but for the present we are in the purpose built library of the Chateau de Bellefond near Lagrauliere. The owners of this delightful and historical 17th century chateau, Janie Busch and Ashley Waltz, have kindly offered to adopt us until we grow too big!
Membership of the library is 15€ a year for families, 10€ a year for single people and 7€ a year for students, and for that you can borrow 8 books for 3 weeks. We will initially be open on Saturday afternoons from 2 – 5pm – and refreshments will be available.

New Sports Centre Limoges
The first stone has now been laid at the new 12,000m2 aquatic centre north of Limoges. The centre will offer a variety of sports, school activities, well being areas and be of a standard suitable for national and international competitions.
Recruitment of management and staff will begin later in the year.
Boost for Holiday Rentals in Haute-Vienne.
Jean-Claude Rival, Director of the association of gîtes de France in Haute-Vienne, says that the average duration of occupation of holiday rentals has increased to 15 weeks from 12 weeks and more bookings are now being made outside of the main summer holiday period.
The reported increase has been from large groups in particular extended families that choose accommodation with private pools and games/ play areas for children. The other notable increase has been from itinerant workers. Mr Rival says that he believes another reason for the increases is the additional 715 gites that have now registered with the organisation many offering a higher standard of accommodation and facilities.

The wind farm project proposed by the community of communes of the Val de Vienne and the Vallée de la Gorre has now been permanently suspended by elected officials.

Bad for Books
The rate of VAT (TVA) on books increased from 5.5% to 7% on 1st April 2012. The move has evoked strong reactions from all those involved in the industry. Some editors and shops have not increased their prices, but reduced their margins but with the growth of e books many fear for the future of the publishing industry.
Armed Robbery Limoges
Two men stole over 8000€ from the Leader Price supermarket on rue des Rochilloux, in Limoges. The men were armed with a gun and a gas bomb and have yet to be apprehended.
Drought: Limousin Dams Under Surveillance
As water levels fall to drought levels EDF are keeping the region’s hydro electric dams under constant surveillance with electricity production at an absolute minimum. Hopefully the heavy April showers experienced across the region over the last couple of weeks will go some way to alleviate the problem.
281.000 Free Meals in Corrèze
281.000 meals have been distributed in Corrèze by the charity Restos du Cœur during their winter campaign
High Speed Brit.
A 32 year old British national was intercepted by the rapid intervention brigade while driving at 234 km/h on the A20. The man was heading back to Paris when he was arrested at Saint-Germain-les-Belles at the wheel of his Ford Focus RS. He had to pay a fine of EUR 885 and leaving the driving on the rest of the journey to his girlfriend.
British National Killed in Droux
A British national lost his life following a road traffic accident on the 18th March "La Passerelle" in the commune of Droux, after a car and a truck collided.
At around 4pm a 4 x 4 type vehicle, driven by Kenneth Hames, a 53-year old English man, travelling towards Droux-Rancon struck a truck head-on travelling in the opposite direction.
An investigation has been opened to determine the cause of the accident. It would seem from some evidence that light vehicle was travelling on the left side of the road for an unknown reason. The driver of the heavy-weight carrying 20 tons of frozen bread was treated for shock.
Magnac-Laval firefighters, the SAMUR of Saint-Junien and the UAS helicopter attended the scene.
Tractor Driver Arrested on A20
At around 6: 45 am in the 13th April police stopped a tractor driver travelling slowly on the A20 near Bonnac-la-Cote.
A passing motorist had alerted the police to the vehicle cruising along at a maximum of 30km/h.
Police said the driver, a man of 43 years from Nouziers in Creuse , was “surprised by his arrest”.
He said he was simply going to Châlus (87) and that the A20 was the fastest route. Alcohol screening proved negative. The driver was given a fine of EUR 90.

Each Year Pompadour hosts a wide variety of Equestrian Events from April through to October. They utilise the facilities surrounding the impressive Chateau and the Racecourse, considered to be one of the most beautiful in France.
Generally access to all the Dressage, Show Jumping and Eventing is free and you can have the chance to see many of the top riders of France in action.
The Horse-race meetings take place in the afternoons with the first race at 14:30 hr with an entry charge of 6€ and race cards are free. All meetings comprise a mix of flat, hurdle and cross country racing.
