The Dangers of Mother Nature in Limousin


The annual meeting of the national natural disaster prevention comittee recently met in Bordeaux. As a result the following list was created highlighting the potential riskes faced by Limousin.

The Limousin and its people are exposed to so-called "natural" risks. These risks, come in several forms: floods, earth movements, storms, forest fires, earthquakes.

Floods.
This is the main risk to which the Limousin is exposed: approximately 280 communes and more than 20,000 people could be affected. 60% of them live in the conurbations of Brive and Tulle.
There are two types of flooding: those so-called "plain", with progressive rising of water levels, and torrential floods. The sites at risk are primarily along the major rivers Vienne, Creuse and Dordogne, while the secondary threat occurs along some of the contributories particularly in certain water basins.

In 2010 and 2011, a dozen Corréziennes communes in the areas of Brive and Tulle – were recognised as being in a state of natural disaster after torrential rains. These violent stormy episodes take place mainly in summer - June 2010-August 2011. Ten automatic sensors have been installed along the rivers of the department to monitor flow levels.

Earth Movement.
The region has several types of risks of land movements: landslides caused by heavy rains and mud flows , general landslides, erosion of the banks of streams and collapses. The terrain and the numerous valleys explain the first, but the last risk is often a consequence of human activity from former uranium, coal, gold, etc.mines . This is particularly noted in the vicinity of Ambazac, Bessines or Lavaveix-les-Mines, where 20 incidents of collapse have been reported.

In Limoges, there are no mines but there is an underground network of passages dating back some 2,000 years. The number of collapses forced the city to legislate on the issue, in the 19th century.



Storms.
Storms Klaus and Martin of late 1999 will stay forever with the residents of the region who were there to witness them.
The region was devastated, parlaysed and scarred by this "storm of the century" but it was neither the first nor the last. Xynthia caused cnsiderable damage in Limousin, at the end of February 2010, and Joachim placed the region on orange alert mid-December


Earthquakes.

Since May 1, almost all of the Haute-Vienne and Creuse has been classified in the low seismic zone. About 30 municipalities in the southern fringe of the two departments and Corrèze escape any seismic risk.

On 6th March an earthquake of magnitude 2.3 on the Richter scale was experienced in La Souterraine, although many residents were not even aware of the event.


Forest Fires.
Limousins forest areas are very important to the region but as there has never been a major forest fire in any of the three departments forest fires cannot be regarded as a major risk to the area.

Flood Could Destroy Limoges Bridges



Based on the region’s risk assessment, the prefecture puts in to place a series of plans to cope with such an emergency

Major risks: a wave over the Pont Neuf?
The failure of the dam of Vassivière would cause a wave of 17 metres along the river Vienne. This disaster scenario is however described as unlikely.

The failure of an upstream damn would see Limoges plunged in to a doomsday scenario; approximately 22,000 people would be in a very precarious situation. Indeed, a wave of approximately 17 metres height would pass over bridges such as the A20, the bridge Saint-Étienne and the Pont Neuf, in the worst case scenario the population would have just 2 hours to leave.

In the French regulations, there are 4 classes of dams.
Class A are the dams of more than 20 metres in height above the natural ground. With a capacity of at least 15 million cubic metres, there are 15 of this category in France 3 of which are in Limousin; Vassivière on the boundary of Creuse and Haute-Vienne, Saint-Marc (Haute-Vienne) and Lavaud-Gelade (Creuse), both on the Taurion. These three dams are subject to a PPI (Plan particulier d’intervention).












Lights out in Limousin?


The Minister of ecology is proposing a series of actions to reduce the nation’s energy bills.

Among the 27 steps designed to accelerate energy savings announced late December by Nathalie Kosciusko-Morizet, is the mandatory switching off of commercial signs, a proposal sure to ruffle a few feathers.

The proposal would take effect from July 1, 2012. Store signs must be extinguished between 1am and 6am. The proposals also offer municipalities of less than 2000 inhabitants aid from the State for the renovation of their lighting. A budget of 20 million Euros will be set aside to cover the introduction of the new measures.






Bellac Burglars Arrested


Three people have been detained in Bellac.

The suspected burglars are alleged to have been operating in Haute -Vienne since the beginning of 2011, and in particular in the arrondissement of Bellac.

3 Persons have been detained by GELAC, Group investigation and control burglar. A group created by the gendarmerie in March 2011, before the multiplication of the robberies in the Department.





30% Increase in burglaries in Haute-Vienne in 2011




Whilst Limousin remains one of the safest places to live in France, it is still essential that you take the necessary preventative measures to protect your property.



A few hours after the publication of the national crime figures by the Ministry of the Interior, it was the turn of the Prefecture to disclose their balance sheet for 2011 at the departmental level.
"In Haute-Vienne, general crime has increased by 1.97% from 2010, but public nuisance burglaries, damage, theft...etc decreased by 3,23 %", said Jacques Reiller, from the Haute-Vienne who also noted the general reduction seen since 2008 of 13%.

At the national level, the department (87) is placed 68th nationally in the departments affected by crime, with Limousin remaining the safest region of France to live.

The major concern however in Haute Vienne is the rate of burglaries, which, when considered in isolation has increased by 30%, with reported crimes averaging 75 burglaries per month a rate of 24 burglaries per 10,000 people. The public prosecutor Michel Garrandaux, expressed its concern at the increase. "This increase must be stopped ." To improve this number, this means an improvement in the rate of detection which remains low (15%) due to traveling crime. " For the Attorney, the improvement of the situation must also come through better prevention.


Also worth noting, there is a new round of fake RSI bills being sent out so don't be fooled!






Thieves Strike Again Palais-sur-Vienne



Last night Friday 20th January), several individuals committed a burglary at the tabac-presse at the Palais-sur-Vienne. After having removed the bars from one of the windows of the establishment, the criminals seized about 300 cartons of cigarettes and other items estimated to be worth between
15,000 and 20,000 Euros
It is the fourth burglary suffered by the same tobacconist since 2006. In April 2011, the shop was the target of an armed robbery.

Limousin CPAM Closure Due to Staff Shortages


There was fury, frustration and walk out at the primary health insurance fund (CPAM), avenue Jean-Gagnant in Limoges, late yesterday (Thurs 19th Jan) morning. While queues lengthened, four officers decided to close the doors in a bid to display their frustration at understaffing at these extremely busy government offices.

“There are normally about 12 staff on duty to deal with between 400 and 500 enquiries a day” says CGT union head" Moreover, most queries received at the desks are by nature complicated: when they are simple, they are resolved by mail or internet” Understanding, insured people were said to have given their support to the frustrated civil servants.

A crisis meeting followed and after dialogue with the officers and the unions a solution was found for the reopening of the service Friday morning. Officers from various other government services were drafted in to make up the staff shortfall.

Unions bosses said “this is not a lasting solution” they are “simply robbing Peter to pay Paul” and warned that other services would suffer from the removal of their personal. The CGT say the only true remedy is the recruitment of additional staff.

"Rest their work in their services will remain in rade and that it will simply stripped Peter to pay Paul, estimated in the CGT." "There will be no lasting solution without hirings: currently, only two are planned.





Windmill Support Tersannes


Saturday 21st January, supporters of wind turbines mobilised at Tersannes, in the North of the Haute-Vienne, to advocate for their implementation in Limousin. The objective was to form a human windmill on land belonging to the commune of communes of Basse Marche.





Road Fatalites Near Bellac



A serious accident on the 951 between Bellac and left two dead and a serious casualty
A couple of octogenarians of Confolens (16) lost their lives Thursday (19th Jan) afternoon, about 14: 30, in a tragic traffic accident on the RD951, in the direction Confolens-Bellac, at les Roches in the commune of Brillac in Charente.

Bernard and Claire c. were travelling in the direction of Bellac, to visit their children in Gajoubert in Haute-Vienne. For a reason that has yet to be determined, their vehicle, a Ford Fiesta, collided with a Toyota driven by a young man of 19 years, from Haute-Savoie, travelling in the opposite direction.
The couple of Confolentais were killed instantly. Confolens firefighters were quick to arrive at the scene with the support of their colleagues from Brigueuil (16) and Mézières-sur-Issoire (Haute-Vienne). The rescue services had to cut the Toyota to extract the young Savoyard who was seriously injured. He was transported by helicopter to the CHU of Poitiers.

Traffic on the RD 951 was completely interrupted for several hours.

Haute Vienne Prices Rise.



According to a survey of the consumer group UFC of twenty supermarkets in Haute-Vienne, average shopping prices rose 6% in 2011.






Economic Prospects 2012 in Limousin.



Jean-Pierre Limousin, President of the Chamber of Commerce and industry and Jean-Pierre Gros from the Chambre de métiers say 2012 will be tough with only the food sector showing any real promise in 2011


The Chamber of Commerce and Industry has published a list of companies planning to invest in 2012.

> Printing: Fabrègue to invest 6 million € in 3 new machines; including a in a digital print center.
> Restaurants: the Pataterie hopes to have a total of 140 restaurants by end 2012.

> Industry: Starplast will manufacture the parts for Eurocopter; Texelis won the contract for the manufacture of bridges for the Montreal Metro begins work in February.

> Innovation: AllSplann, a young company that develops high end lighting solutions will be introducing a new range of semi-finished products,including LED headbands and sports equipment to its interior decoration range.


Limoges shopkeepers are reporting a downturn in takings over the Christmas period with the exception of the food sector. Many are still holding out hope that the January sales will bring a turnaround in their fortunes.






Limoges-Paris: Airlinair Throws in the Towel



A Summit meeting has been held of the ‘syndicat mixte’ of Limoges airport in a bid to find to find a new operator for the Paris Limoges route.
Airlinair has operated in Limoges for a year but has decided to end its contract despite an increase in passenger numbers over the last three months.
The deadline to find an operator is July 2012.
The syndicate believe the link Limoges-Paris to be essential to regional economic development. According to Jean-Pierre Limousin Chairman of the CCI, they should find a new operator before July and according to to the Director of the airport this company could be based in Limoges, and also offer regular, or even weekly lines to other destinations.





Zara in Limoges, Confirmed!



The fashion clothes chain Zara will soon be openig its doors at 15 rue du Consulat, Limoges.
The work has begun, and the facade of this particular hotel will be preserved along with the stairs and woodwork of the interior. Other town centre shops have welcomed the news, as they believe the high profile store could entice many shoppers back to the city centre from the Family Village complexnorth of Limoges.
Around a dozen new jobs will be created.

Downtown merchants in all welcome this sign that, according to some, could return the consumers in the city centre to the Family Village. This implementation will generate a dozen jobs. In addition, the Flunch closed a year would be replaced by Eurodif implanted rue Charles Michels.






Organic Agriculture in Limousin



According to the first statistics from the observatory of regional agriculture regional, the 20,000 hectares devoted to organic production represents only 2.5% of the regional agricultural surface. At the end of 2010, in Limousin there were 431 bio farms (161 in Haute-Vienne, 147 in Corrèze and 123 in Creuse) representing an increase of 23% in 12 months. 121 Organic farms produce Limousin cattle. After a rapid growth the progression, of the the activity of bio businesses has stabilised according to the Manager of the organic shop Planète Nature in Limoges where between 150 and 200 customers are received each day but only 10% of the store’s products are from the region.






Saint-Junien and Saint Yrieix Roads for the Future


The mayors of these two Haute Vienne towns announced major plans for 2012 as part of their 2012 Voeux ceremonies.

In Saint Junien the Mayor announced: the completion of the dual carriageway of the RN 141 between Limoges and Excideuil which should be operational by early 2013, the construction of dual carriageway of the RN 520 between the RN 141 and the A20 , the extension of the activity zone of Boisse.

Meanwhile in Saint-Yrieix-la-Perche the mayor announced: the development of a road connecting the A20, the construction of an intermunicipal Congress room, the development of the activity zone ZA de Gâte-Bourdelas .



Hundreds of Cats and Dogs in Limousin Seeking Loving New Homes



The animal shelter in Limoges is suffering from the usual post christmas increase in demand for its services.

SPA 87 is full to bursting with around 250 cats and dogs desperate to find new loving homes. Their website now has information in English and several of the staff speak English too.
